Since Combat has resumed, there are two things that must be considered:
- Can there be an understanding that increasing the number of casualties among
the Civil Population does neither side any good and increases animosity that
hurts both sides in the long run?
and...
- If reducing the number of Non-Combatant Casualties is a True Goal for both sides, Perhaps:
A ceasefire could be arranged for the following- A CORRIDOR COULD BE OPENED UP TO ALLOW CIVILIANS ACCESS TO A SAFE ZONE THAT WOULD BE SET UP AND MONITORED BY THE U.N AND/OR RED CROSS THAT WOULD SERVE THE BASIC HUMANITARIAN NEEDS TO ALL NON-MILITARY INDIVIDUALS;
- MEDICAL CARE.
- FOOD AND WATER.
- HYGENIC SHELTERS.
- FREEDOM FROM THE DANGERS
ASSOCIATED WITH THE ARMED CONFLICT.
Instituting a plan like this would indicate if one or both sides is
willing to make Humanitarian Concerns a priority.
A refusal to even consider such a solution will force One or Both Sides to justify the Strategy that
forcing Non-Combatants to remain in an area occupied by Military Forces is justified, or that such
casualties are inevitable, and cannot be avoided or even decreased.
